Candidates vying for House of Councilors seats in Sunday's election
will not have the luxury of updating their positions or activities
via the popular medium of the Internet. Most candidates have

sites, Web logs, or blogs, and e-mail newsletters, but had to
put all
their information out by the night of June 23, as the Public
Offices
Election Law does not allow them to update their sites or send
any
electronic information during the June 24-July 11 campaign period.

On 6 July 2004, Burger@overheid ("citizen@government")
released "Transparent Digital Government", a survey of the level
of "digital transparency" of 28 Government bodies, including
14
municipalities. Transparency levels were determined according
to a
number of criteria linked to information provision and interactive
features. For instance, Government information should be available
online, be accurate, easy to find and understandable. Researchers
collected data by examining the Internet sites of the concerning

The Government has launched a website in preparation for the
Freedom
of Information Act which will come into effect in November.

100,000 public authorities including GP surgeries to police

The Belgian Ministry of the Interior has made the source code
of the
Digivote and Jites e-voting software publicly available after
the
June 13 European and regional elections. According to an analysis
by
data conversion and reverse engineering experts aFRONT, the
Digivote
system compromises the anonymity of the voting procedure.

E-government is progressing at varying speeds in the 10 countries
that joined the EU on 1 May 2004, where it remains on average
less
sophisticated than in older Member States. However, these countries
are set to gain much from the EU's coordinated approach to
Information Society development and support for public sector
reform.
Recent research even suggests that some of them could become
e- government champions in the coming years.

The Turkish Ministry of Finance is setting up a $64m national
tax
network allowing people to file their tax returns online, it
was
announced on 5 June 2004. In its largest e-government project
so far,
the Ministry is integrating 326 government offices into the
nationwide network, which is hoped to improve administrative
workflows and speed up processing.
