Ministerul Comunicatiilor si Tehnologiei Informatiei (MCTI)
acuza
administratiile locale ca intarzie transmiterea formularelor
care trebuie sa
fie disponibile pentru populatie pe www.e-guvernare.ro. "De
aceea va fi
introdus un sistem de sanctionare a functionarilor care nu respecta
legea sau
care nu accepta la ghisee aceste formulare obtinute de pe Internet",
a
declarat Adriana Ticau, secretar de stat pentru tehnologia informatiei
in
MCTI, in cadrul simpozionului "Infrastructura hardware si de
comunicatii
pentru solutii de e-Administratie", desfasurat la Drobeta Turnu
Severin.

Retelele de bloc au impanzit Bucurestiul. Din ce in ce mai multi
utilizatori
sunt dispusi sa "adere" la una din retele. Motivele: costuri
reduse si
legatura permanenta. Acum un an, patru bucuresteni au inceput
sa construiasca
o retea de calculatoare in zona Obor. Sistemul Obor Network
are acum peste 150
de membri, care au acces permanent la Internet, la pretul unui
abonament
dial-up (aproximativ zece dolari).

Delegatia Comisiei Europene in Romania si Ministerul roman al
Administratiei
si Internelor au lansat, ieri, la Academia de Politie “Alexandru
Ioan Cuza”,
proiectul de infratire institutionala “Asistenta tehnica si
juridica pentru
implementarea Acquis-ului Schengen”. Proiectul este finantat
de Uniunea
Europeana cu un milion de euro prin Programul PHARE 2002 si
se va derula in
parteneriat cu Franta si Spania. Scopul proiectului este de
a concepe
structurile operationale care sa gestioneze un sistem automatizat
de informare
compatibil cu Sistemul de Informare Schengen (SIS II) si se
inscrie in Planul
de Actiune Schengen al Romaniei.

and usage of
computers, a survey among all European Union (EU) candidates
showed. The news
was broken by Bulgaria's Administration Minister Dimitar Kalchev.
Just 15% of
the Bulgarians had Internet access in the end of 2003.

Nearly three of four people in the United States have Internet
access at home,
Internet audience measurement service Nielsen/NetRatings said
on Thursday.
According to a February telephone survey, an estimated 204.3
million people,
or 74.9 percent of the population above the age of two and living

households equipped with a fixed-line phone, had Internet access,
up from 66
percent in February 2003.

Hundreds of voluntary voters tested a number of new voting technologies
during
the Spanish general elections. In the Municipality of Jun, near
Granada, a
total of 597 citizens tested electronic voting systems, with
400 people voting
through computers connected to the Internet and 197 people voting
by SMS sent
via their mobile phones. Internet voting pilots were also carried
out in three
polling stations in Zamora and Lugo, where 274 citizens tested
Internet voting
machines at a number of polling stations.

The Portuguese Government unveiled its new portal for citizens
and businesses
on 17 March 2004. The portal, which currently provides access
to over 700
services, will also include a dedicated section for civil servants
in a second
phase. Called “Portal do Cidadão” (Citizen’s Portal), the new
e-government
portal replaces the previous “Infocid” and is the result of
a joint effort by
about 120 public and private entities. Despite its name, the
new portal
targets businesses as well as citizens and will in a second
development stage
also offer services to civil servants.
