06.>>>>Gearing up for India's electronic election
…(BBC NEWS: 27/02/2004)
Technicians are working overtime to make India's first all-electronic
general
election go smoothly. The task is a challenging one in this
one-billion-strong
nation - the world's largest democracy - where most voters are
still poor,
rural workers. Over one million electronic voting machines (EVMs)
are required
to cover this vast nation, from the Himalayas down to Kanyakumari
on the
southern tip.

The Italian Department for Innovation and Technologies and the

will take
place alongside the traditional manual vote count during the
June 12-13
European elections in Italy but will not have any legal value.

Rob Behler isn't saying Max Cleland's Senate seat was stolen
by rigged
electronic voting machines, but he insists it could have been.
Mr. Behler, who

secret computer
codes were installed late in the process. Votes "could have

ACCESS
10.>>>>Free Wi-Fi access to e-government in Austria
…(eGovernment News: 27/02/2004)
Austrian citizens owning a wireless-enabled notebook can now
access all
government websites free of charge through the country’s network
of Wi-Fi
hotspots. The Austrian government has decided to provide its
citizens with
free wireless access to all “.gov.at” government websites. Any
citizen
equipped with a wireless-enabled notebook can thus connect to
any e-government
service if he or she is close enough to one of the 350 hotspots
currently
available in the country. Most hotspots are located in public
places such as
coffee houses, train stations and hotels.

11.>>>>Government sites fail web accessibility and
standards test
…(silicon.com: 10/02/2004)
Government websites are continuing to ignore mandatory standards
and basic
guidelines aimed at making information more easily available
and accessible,
according to a new study. Key departments and agencies, including
the Cabinet
Office, Home Office, the e-Envoy and UK Online all failed to
comply with
metadata standards that make it easier to manage and find information
on a
website.

FREEDOM OF INFORMATION
12.>>>>Analysis: Pressure mounts on China rights
…(UPI: 27/02/2004)
The U.S. State Department has once again painted a damning
portrait of
China's government as harsh, authoritarian and bent on restricting
freedoms in
order to retain power. But observers point out social pressures
are eroding
the government's hard-line stance, and that freedoms are burgeoning
out of
official control.

13.>>>>Redefining the News Online
…(OJR: 02/03/2004)
Journalists around the world have long agreed on a set of values
that help
define whether a story is newsworthy. But a new book about online
news argues
that these rules are in flux: "Newsworthy" is slowly being redefined
online by
an increasingly participatory audience.

14.>>>>Government goes mobile in Berlin
…(eGovernment News: 26/02/2004)
The system, which was developed jointly by the city’s Interior
Department,
Berlin-based IT company IVU Traffic Technologies and the Heinrich
Hertz
Institute, has been successfully tested since last fall in two
districts and
will now be available in a pilot test to be carried until September
2004.
Considered the only one of its kind in the world, the system
brings all
e-services provided by a large number of Berlin’s government
agencies into a
standard platform that allows for service delivery either in
the agencies’
offices (through online terminals) or “on the move”, thanks
to agents equipped
with mobile terminals.
