A large percentage of national governments around the world
have Web sites,
but only a minority of people with Internet access use them,
according to a
report issued this week by the United Nations. The report, entitled
"E-Government at the Crossroads," shows that 173 out of the
United Nation's
191 members had Web sites in 2003, but only 20 percent of people
who use the
Internet visit government online, according to the Associated
Press, which
summarized the report.

The Italian Official Gazette has published on 25/10/2003 a decree
of the
Minister for Innovation and Technologies establishing guidelines
for
switching public administration procedures to ICT systems. The
decree
provides instructions for the implementation of a December 2002
directive on
administrative transparency and management of document flows,
otherwise
known as the "IT Protocol".

re-orientation
of the e-government strategy. In its new report, "eGovernment

automation of Government Services", the high-level advisory
body appointed
by the Taoiseach argues that Government must look beyond putting

online to a more critical engagement with how ICT can improve
overall public
sector performance.
