In the age of Internet politics, the Web can make or break a
candidate
As the Internet Age heads into its third Presidential cycle,
the Web is growing into a mighty political tool. Sure, former
Vermont Governor Howard Dean's Net-powered campaign imploded.
But he catapulted from nowhere on the power of new services,
from Meetups to Web logs, or blogs.

E-DEMOCRACY
06.>>>>ICT not yet radically transforming democratic
practice in Europe, finds research
...(eGovernment News: 24/03/2004)
The study, carried out on behalf of the European Parliament
by an international research team, evaluates whether the introduction
of information and communication technology (ICT) is having
a significant impact upon the practice of democracy in the EU
Member States and Acceding Countries. Research work included
a comparative analysis of parliamentary and political parties'
websites as well as a series of case studies and country reports
focusing on e-democracy initiatives.

Text messages and email proved to be useful tools when a disillusioned
Spanish electorate wanted to vent its anger on the eve of the
general election.

taking place in France on 21 and 28 March, with the country's

FREEDOM OF INFORMATION
10.>>>>The Web Won't Topple Tyranny.
...(The New Republic Online: 25/03/2004)
My experience in the Vientiane café was a sobering antidote
to a pervasive myth: that the Internet is a powerful force for
democracy. For years, a significant subset of the democratization
industry--that network of political scientists, think tanks,
and policymakers--has placed its bets (and, in many cases, its
money) on the Web's potential to spread liberal ideas in illiberal
parts of the world.

in France, says new report
...(eGovernment News: 24/03/2004)
The report, analysing the e-government offer of the 100 largest
French cities, was commissioned by the association 'Villes-Internet',
a network of local elected representatives, public servants
and non-profit organisations that promotes the usage of Internet
and information technology. Among other things, the study aimed
at identifying and facilitating the sharing of best practices,
in order to foster the generalisation of user-centred e-government
services.
