04.>>>>Liberal Net rules spawn political attack
ads
…(CNET News.com: 06/05/2004)
When it comes to pushing harsh political attack ads, election
campaign
managers are discovering that few other media compare to the
Web. For
example, thanks to changes in campaign law that have largely
taken
effect this year, candidates do not have to endorse their
own Internet
spots--something that's mandated in radio and television under
a measure
known as the "stand by your ad" requirement.

05.>>>>Blogs Counter Political Plottings
…(Wired News: 05/05/2004)
Social networking, online community activism and blogs have
started a
"revolution of the ants," and it's spreading beyond the Net.
That was
the assessment of panelists last week at the University of
California at
Berkeley's Graduate School of Journalism, who spoke about
the political
activism of online communities. The Web has been particularly
effective
in engaging politically apathetic people and motivating them
to take
politics back to the grass-roots level.

…(PCWorld.com: 07/05/2004)
With the highest percentage of broadband users in the world,
it only
stands to reason that much of South Korea's political campaigning
takes
place on the Internet. Experts see indications that campaigns
in the
United States may be catching a similar case of online fever.

07.>>>>Iraq prison abuse images shake the Net
…(CNET News.com: 06/05/2004)
Revelations recently of U.S. troops abusing Iraqi prisoners
offer the
latest example of how digital technologies from cameras to
the Internet
are changing the rules for news gathering. Disturbing photographs
of the
humiliating treatment of Iraqi prisoners first appeared in
a TV
broadcast, but it was the free-for-all medium of the Web that
amplified
the abuses.

to identify mobile agenda of state and local administration

public-private

…(eGovernment News: 07/05/2004)
The European Commission released on 4 May 2004 a green paper
on
public-private partnerships and Community law, which will
be subject to
public consultation until 30 July 2004. This initiative is
intended to
generate a debate on the need to adapt Community rules on
public
procurement and concessions to accommodate the development
of
public-private partnerships. Such partnerships are increasingly
being
used across Europe for the delivery of, among other things,
e-government
projects.
