ROMANIA

01.>>>>PC-urile subventionate se vand si in rate
…(Capital OnLine : 13/05/2004)

(Cehia).

03.>>>>Consultare internet-banking
…(Jurnalul National : 08/05/2004)
Ministerul Comunicatiilor si Tehnologiei Informatiei propune spre
consultare, pe site-ul sau, o varianta de text pentru modificarea
procedurii de avizare a instrumentelor de plata cu acces la distanta.

ON-LINE POLITICS

04.>>>>Liberal Net rules spawn political attack ads
…(CNET News.com: 06/05/2004)
When it comes to pushing harsh political attack ads, election campaign
managers are discovering that few other media compare to the Web. For
example, thanks to changes in campaign law that have largely taken
effect this year, candidates do not have to endorse their own Internet
spots--something that's mandated in radio and television under a measure
known as the "stand by your ad" requirement.

05.>>>>Blogs Counter Political Plottings
…(Wired News: 05/05/2004)
Social networking, online community activism and blogs have started a
"revolution of the ants," and it's spreading beyond the Net. That was
the assessment of panelists last week at the University of California at
Berkeley's Graduate School of Journalism, who spoke about the political
activism of online communities. The Web has been particularly effective
in engaging politically apathetic people and motivating them to take
politics back to the grass-roots level.

06.>>>>E-Campaigns Gain Momentum Overseas
…(PCWorld.com: 07/05/2004)
With the highest percentage of broadband users in the world, it only
stands to reason that much of South Korea's political campaigning takes
place on the Internet. Experts see indications that campaigns in the
United States may be catching a similar case of online fever.

FREEDOM OF INFORMATION

07.>>>>Iraq prison abuse images shake the Net
…(CNET News.com: 06/05/2004)
Revelations recently of U.S. troops abusing Iraqi prisoners offer the
latest example of how digital technologies from cameras to the Internet
are changing the rules for news gathering. Disturbing photographs of the
humiliating treatment of Iraqi prisoners first appeared in a TV
broadcast, but it was the free-for-all medium of the Web that amplified
the abuses.

E-VOTE

08.>>>>Senate panel OKs e-voting ban
…(Mercury News: 06/05/2004)
Less than a week after Secretary of State Kevin Shelley decertified all
electronic-voting machines used in California, a state Senate committee
approved a bill that would ban the use of the machines in the Nov. 2
election.

09.>>>>Officials trade arguments over electronic voting
…(MSNBC: 05/05/2004)
Scientists told a federal panel Wednesday that electronic voting isn’t
completely reliable and suggested that a backup paper system might be
the only way to avoid another disputed presidential election in
November.

E-GOVERNMENT

10.>>>>European Commission unveils e-government "good practice" database
…(eGovernment News:  03/05/2004)
A pilot version of the European Commission’s “good practice” website has
gone live. This repository of cases is an element of the “eGovernment
Good Practice Framework”, which was formally launched on 26 April 2004.
The Good Practice Framework is aiming to facilitate the exchange of
e-government good practices in Europe.

11.>>>>EU enlarged for e-government
…(KableNET.com: 06/05/2004)
Kable's research, Accession Countries: Opportunities to 2007, covers IT
spending in all areas of the public sector for the 10 countries. It
finds that Poland has the largest share of the total market at 40% while
the Czech Republic and Hungary each have 20%. Earlier research has shown

12.>>>>Estonia opens politics to the web
…(BBC NEWS: 07/05/2004)
In many countries, "e-government" is more political rhetoric than hard
reality. But not in the tiny Baltic nation of Estonia, where democracy
is running about as close to real-time as you can get.

M-GOVERNMENT

13.>>>>The First International Survey on Mobile Government officially
launched
…(mGovernment: 16/04/2004)
The First International Survey on Mobile Government has been officially
launched at www.mGovernment.cz. This survey is the premier global
initiative, whose aim is to help governments and citizen organisations
to identify mobile agenda of state and local administration with the
most significant added value for citizens, and assist mobile operators
and mobile companies in approaching mobile government as emerging
complex business area, which considerably grows on global scale. It also
analyses potential threats and inhibitors to Mobile Government.

POLICY

14.>>>>European Commission launches debate on public-private
partnerships
…(eGovernment News:  07/05/2004)
The European Commission released on 4 May 2004 a green paper on
public-private partnerships and Community law, which will be subject to
public consultation until 30 July 2004. This initiative is intended to
generate a debate on the need to adapt Community rules on public
procurement and concessions to accommodate the development of
public-private partnerships. Such partnerships are increasingly being
used across Europe for the delivery of, among other things, e-government
projects.
