ROMANIA

01.>>>>Evamuire, in probe la Oradea
...(Curierul National: 15/04/2004)

04.>>>>The pub's the hub for community broadband
…(ZDNet UK: 06/04/2004)
Business and individuals in many rural areas still denied a high-speed
Web connection could soon look to their local watering hole for
broadband. A wireless broadband service launched this month is
attempting to use a combination of village pubs and mesh networking to
close Britain’s broadband divide.

E-DEMOCRACY

05.>>>>Saving Democracy from the Information Age
…(Publicus.Net: April 2004)
For the past 10 years, governments have had unprecedented opportunities
to use technology to connect directly with citizens. So why haven’t
they?

06.>>>>Italian regions and municipalities to promote "digital citizenship"
…(eGovernment News: 06/04/2004)

07.>>>>File-sharing to bypass censorship
…(BBC NEWS: 09/04/2004)
By the year 2010, file-sharers could be swapping news rather than music,
eliminating censorship of any kind. This is the view of the man who
helped kickstart the concept of peer-to-peer (P2P) file-sharing,
Cambridge University's Professor Ross Anderson.

The UK Government has just released a “project plan” for the
implementation of the Freedom of Information (FOI) Act 2000 by public
bodies. Among other things, the plan includes IT recommendations, legal
guidance and an awareness campaign. The project plan, which includes a
number of documents, was made publicly available by the UK Department of
Constitutional Affairs (DCA) on 31 March 2004. The plan provides public

E-GOVERNMENT

09.>>>>New study evaluates impact of ICT on public sector productivity in Europe
…(eGovernment News: 07/04/2004)
A new study claims that the European public sector can improve operating
performance by up to seven times when adequately combining technology
with people and processes.
The study, entitled 'Net Impact 2004: From Connectivity to
Productivity', looks at the effects of integrating Internet
applications, networking technologies, business processes and
organisational behaviours in the public sector by measuring 12 operating
metrics that are drivers for four broad performance outcomes:
efficiency, services volume, financial improvements, and citizen
satisfaction.

10.>>>>New tool to help UK local councils monitor take-up of their online services
…(eGovernment News: 06/04/2004)
A website take-up service has been launched to help UK local authorities
measure, explore, and compare usage of their websites. The new service
was presented on 5 April 2004 by the Society of Information Technology
Management (Socitm), the UK professional association of public sector
ICT managers. Its aim is to help UK local authorities assess the take-up
of their online services, better know their website users, and find out
how satisfied their customers are with the e-government services they
offer. Socitm’s website take-up service, which is run in conjunction
with web analytics company RedSheriff, is available for an annual fee.
