ROMANIA

01.>>>>Administratiile, corigente la Internet
…(ZIUA : 22/03/2004)

02.>>>>Consiliului Judetean Mehedinti si-a lansat portal web
…(informatia.ro: 21/03/2004)
cerere si servicii online, formulare, documente, date si continut digital,
conectind persoane, departamente, institutii si agentii guvernamentale sau
companii la baze de date.

03.>>>>Netul de cartier ameninta I-Cafe-ul
…(Capital.ro : 25/03/2004)
o retea de calculatoare in zona Obor. Sistemul Obor Network are acum peste 150
dial-up (aproximativ zece dolari).

04.>>>>Romania va infiinta o retea de calculatoare
…(Curierul National : 23/03/2004)

ACCESS

05.>>>>Bulgaria, Romania Europe's Laggards in Internet Penetration
…(novinite.com: 19/03/2004)
Bulgaria and Romania were ranked last in Internet penetration and usage of
computers, a survey among all European Union (EU) candidates showed. The news
was broken by Bulgaria's Administration Minister Dimitar Kalchev. Just 15% of
the Bulgarians had Internet access in the end of 2003.

06.>>>>U.S. Net access--three out of four ain't bad
…(CNET News.com: 18/03/2004)
Nearly three of four people in the United States have Internet access at home,
Internet audience measurement service Nielsen/NetRatings said on Thursday.
According to a February telephone survey, an estimated 204.3 million people,
or 74.9 percent of the population above the age of two and living in
households equipped with a fixed-line phone, had Internet access, up from 66
percent in February 2003.

07.>>>>e-Democracy Seminar Report
…(CCEG: March 2004)

08.>>>>Youth as E-Citizens Online Tour & Report Launches
…(Center for Social Media: March 2004)
Young people often get a bum rap for turning their backs on society's
problems. Studies show that they vote less than older people and express less
trust in others. But a closer, more nuanced look shows that many youth do care
and are involved. And increasingly, they are turning to the Internet as a
gateway to civic engagement.

E-VOTE

09.>>>>Electronic voting successfully tested in Spain
…(eGovernment News: 17/03/2004)
Hundreds of voluntary voters tested a number of new voting technologies during
the Spanish general elections. In the Municipality of Jun, near Granada, a
total of 597 citizens tested electronic voting systems, with 400 people voting
through computers connected to the Internet and 197 people voting by SMS sent
via their mobile phones. Internet voting pilots were also carried out in three
polling stations in Zamora and Lugo, where 274 citizens tested Internet voting
machines at a number of polling stations.

10.>>>>State, local officials share tales of e-voting
…(GCN.com: 23/03/2004)
State, local and industry officials today discussed ways technology can help
keep one of the cornerstones of democracy vibrant and credible: voting.
Leading a panel on e-democracy at FOSE 2004 was Julia Glidden, managing
director for the United Kingdom and international division of Accenture Ltd.’s
E-Democracy Services.

FREEDOM OF INFORMATION

11.>>>>China Shuts Down Two Internet 'Blog' Sites
…(Reuters.com: 18/03/2004)
Chinese officials have closed two Internet sites used by tens of thousands of
people to post online diaries known as blogs because they carried content
deemed objectionable. Some Chinese Internet users said the sites were shut
because one or more personal Web pages carried opinions on a well known
doctor's letter to China's senior leadership asking them to reassess the 1989
Tiananmen Square pro-democracy protests.

…(eGovernment News: 16/03/2004)

20 current Commissioners and the 10 Commissioners-designate from the countries

…(DigiTV: 15/03/2004)

…(eGovernment News: 19/03/2004)
The Portuguese Government unveiled its new portal for citizens and businesses
on 17 March 2004. The portal, which currently provides access to over 700
services, will also include a dedicated section for civil servants in a second
phase. Called “Portal do Cidadão” (Citizen’s Portal), the new e-government
portal replaces the previous “Infocid” and is the result of a joint effort by
about 120 public and private entities. Despite its name, the new portal
targets businesses as well as citizens and will in a second development stage
also offer services to civil servants.

POLICY

15.>>>>A site for CRM
…(KableNET.com: 18/03/2004)

16.>>>>Speeding - up e-Government in Belarus: public interest and political
will
…(E-Belarus: 12/03/2004)
Major developments of recent years prove that the ICT sector consisting of
various sub-sectors is expanding in Belarus. But in spite of adopted E-Belarus
state programme the comprehensive e-governance strategy hasn't been worked out
in Belarus as the programme is oriented generally to organizational and
technological upgrading of the public administrations.
