by Diebold Inc. and found it flawed His team's research claims that smart
cards used by voters to access the machines can be counterfeited, letting
voters "cast multiple ballots without leaving any trace." Furthermore,
security was lax enough to permit precinct workers to fiddle with the
machines' vote tallies.

transposed by Member States by 31 October 2003, set out an an 'opt-in' ystem
that requires senders to ask for the recipient's prior consent before
sending unsolicited commercial e-mails. Since then the debate has been
focusing on the efficiency of these rules (see EurActiv, 12 December 2003,
and 16 December 2003). On 22 January 2004, the Commission adopted a
Communication that tries to address the shortcomings of a purely legal
approach to unsolicited e-mails.
