ROMANIA

01.>>>>Acord de achizitionare a dreptului de utilizare a produselor software
la nivelul administratiei publice
.(MCTI: 05/09/2003)

mari.

TECHNOLOGIES AND SOLUTIONS

04.>>>>Voting by Net Proxy?
.(ABCNEWS.com: 02/09/2003)
A futurist at a pioneering new technology school in Italy has envisioned a
piece of software that could help you weed through all the political issues
without picking up a newspaper, visiting a Web site, or even, someday,
stepping into a voting booth.

05.>>>>Experts say culture hinders single smart card
...(FCW: 09/09/2003)
The technology exists to create a governmentwide smart card program, but
cultural issues and a lack of top-level management support stand in the way
of implementation, experts testified today.

06.>>>>Software saves Michigan $22 million
...(FCW: 04/09/2003)
A software application that has helped Michigan's transportation department
inspectors manage and track highway construction projects since 1999 has
produced an annual savings of nearly $22 million, according to a state
official.

ACCESS, DIGITAL DIVIDE AND E-DEMOCRACY

07.>>>>Campaigning for Computerized Voting
.(Technology Review: 03/09/2003)
Despite staunch opposition from the computer science community, ATM-style
electronic voting may offer the best hope for escaping the mess inflicted by
paper-based balloting systems.

08.>>>>A Digital Divide Unconquered
...(Washington Post: 28/08/2003)
You don't hear as much about the "digital divide" anymore, but people like
Janet Lathan believe it never went away and in some ways is worsening.
http://www.washingtonpost.com/wp-dyn/articles/A56643-2003Aug27.html

09.>>>>Eastern Europe slow on Internet access, while Estonia forges ahead
(EU Business: 30/08/2003)
While a growing number of people in western Europe enjoy high-speed Internet
access, enabling them to retrieve music, games, photos and videos, most
people in the candidate nations connect to the world wide web, if at all,
through slow dial-up connections.

EVENTS, OPINIONS, ANALYSES

10.>>>>Confounding the sceptics
.(Guardian Unlimited: 04/09/2003)
Lack of leadership has led to confusion and contradiction, but digital
goverment is working, says Ian Kearns, of the Institute of Public Policy
Research
http://www.guardian.co.uk/online/story/0,3605,1034803,00.html

11.>>>>Study: Internet Ripe for Political Advertising
.(internetnews.com: 05/09/2003)
The Internet offers myriad opportunities for political candidates, including
fundraising from supporters and advertising for new voters, according to a
new study. The survey, commissioned by the Online Publishers Association
(OPA) in conjunction with the University of Connecticut's Center for Survey
and Research Analysis, found that more than two out of three U.S. voters are
likely to turn to the Internet to find information about a candidate.

PUBLIC TRANSPARENCY, SECURITY AND DATA PRIVACY

12.>>>>Now you can email Tony Blair
.(Internet Magazine: 01/09/2003)
Finally, Tony Blair has capitulated to the communications revolution and
published a 'personal' email address on the Number 10 website.

13.>>>>E-authentication nears the starting gate
.(GCN.com:08/09/2003)
Federal e-government projects ultimately will be only as good as their
authentication-the guarantee that users and transactions are secure. For the
Office of Management and Budget's Quicksilver initiatives, the guarantor is
the E-Authentication Gateway, which is entering the last stages of
development.

LEGISLATION AND POLICY MAKING

14.>>>>New report analyses EU e-government policies
.(eGovernment News: 01/09/2003)
The most comprehensive analysis of the EU's e-government policies to date
has recently been carried out and published by an academic from the
Polytechnic University of Valencia in Spain. The report "Understanding the
e-Government Policy of the European Union", by Prof. Antonio Alabau, is an
attempt to summarise and better understand the different activities of the
EU related to e-government, and to compare them with activities carried out
by some international organisations such as the United Nations and the OECD.
